JOB SUMMARY

The Chief Financial Officer (CFO) manages the organization’s overall financial strategic direction and is responsible for all finance, regulatory and human resource functions. This includes finance, accounting, billing, budget, credit, treasury/cash management, insurance, human resources, tax and regulatory compliance for both an Incumbent Local Exchange Carrier (ILEC) and a National Wholesale Hosted Services provider. The position works together with management to negotiate strategic contracts, prepare financial projections, and develop long range business plans. The CFO is also responsible for the Company’s annual external and internal audit performance and for maximizing federal subsidies such as Universal Service Funding (USF).

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Responsible for the development and execution of policies and initiatives in support of company’s overall strategic direction.
  • Manages overall operations of the finance, accounting, payroll, and human resources systems including billing, cash receipts, revenue collection, treasury, accounts payable, budget/forecast and general ledger activities; guides decisions and provides oversight with regard to purchasing, data systems, contracts and other financial areas, as needed.
  • Prepares financial, accounting, treasury, regulatory and human resources policies and procedures, cash handling controls, and internal audit procedures and compendiums consistent with industry wide practices.
  • Prepares financial studies, pro-formas, and analysis of existing and proposed business projects, products and services and contributes to the assessment of the economic impact of proposed transactions.
  • Manages the administration of the company’s Board meetings and corporate governance
  • Provides leadership and direction for the professional and support staff, trains professional and supervisory staff in finance and accounting systems procedures. Manages company-wide performance review program for all staff in addition to employee engagement programs.
  • Responsible for the company’s annual strategic planning and budgeting cycles, including reporting to and attaining the support of the Board and the Community
  • Develops and maintains relationships with the Board, Community departments, Council, key vendors and partners in support of company objectives
  • Supervises and participates in the control, accounting and reporting of all assets including the recording and posting of all revenue in the general ledger, the determination of accrual balances, and the preparation of appropriate financial reports on a periodic basis.
  • Prepares, interprets, and reports financial analysis, business trends/metrics, financial reports, income statements and balance sheets to management, the Board, and the Community. Oversees the maintenance of financial records including all adjusting entries.
  • Responsible for the development and execution of regulatory and tax compliance policies, procedures, and reporting
  • Evaluates and implements changes in the accounting and budget system; prepares and distributes periodic financial and budget statements.
  • Oversees the development of programmatic logic necessary for the preparation and maintenance of computerized accounting and budget files.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Master’s degree in accounting, finance or related field of study is required; a CPA designation is preferred.
  • Ten (10) years of experience in accounting and financial management areas and with at least five (5) years of management experience are required. Experience in telecommunications or other similar regulated industry is preferred.
  • Demonstrated extensive knowledge of the principles and practices of accounting; data systems applications of accounting systems and budgeting procedures; and applicable Community, federal, state, and local agency rules and regulations governing financial operations of the Community is required.
